NGC to expedite U.S. microelectronics to military.

Northrop Grumman has been selected by the Defense Microelectronics Activity (DMEA) for a critical contracting vehicle under the Advanced Technology Support Program V (ATSP5). This Indefinite Delivery, Indefinite Quantity (IDIQ) contract, with a ceiling of $25 billion, is designed to rapidly bridge the technology gap in military systems by embedding advanced, American-made semiconductors.

The program directly addresses a pressing national security need: ensuring that U.S. weapons platforms are not reliant on obsolete microelectronics, which can lag generations behind commercial counterparts. ATSP5 will expedite the process of designing, manufacturing, and integrating state-of-the-art chips to maintain military technological superiority and systems readiness.

A core feature of ATSP5 is its unprecedented speed. The contract mechanism allows Northrop Grumman to respond to government Requests for Proposals within 30 days, with a total turnaround from proposal to award targeted at 80 to 90 days. This agility enables the Department of Defense to keep pace with the rapid innovation cycles of the semiconductor industry.

“The government demands swift action, and we’re ready to deliver speed with this solution,” said Lori Manley, ATSP5 program manager at Northrop Grumman. “This award proves our ability to rapidly integrate American-made microelectronics and strengthen the U.S. supply chain, ensuring speedy deployment of reliable systems for our warfighters.”

Beyond rapid procurement, the contract supports innovation in next-generation manufacturing, advanced packaging techniques, and emerging semiconductor materials. This aligns with broader Pentagon priorities to revitalize the domestic microelectronics industrial base and secure resilient supply chains.

Northrop Grumman, which designs, manufactures, and packages millions of microelectronics annually, will leverage this contract to further its role in national defense infrastructure. The company’s mission-tailored microelectronics serve as foundational components, powering everything from radar and communications systems to electronic warfare suites and space platforms.

The ATSP5 award positions Northrop Grumman as a key facilitator in the Pentagon’s push to “supercharge” the flow of cutting-edge technology to the military, ensuring that U.S. forces have the most capable and secure microelectronics at the core of their defense systems.
